EU plans sanctions on 77 candidates in Russian parliamentary elections held in Ukraine's occupied territories

The European External Action Service (EEAS) on 23 September presented a draft new sanctions list to the Committee of Permanent Representatives of the EU (Coreper), targeting candidates in Russia's 2026 State Duma (lower house of Russia's parliament) elections who stood in temporarily occupied territories of Ukraine.

Details: The European Union is preparing to add 77 candidates in Russia's State Duma elections to its sanctions lists.

"Today at Coreper, the European External Action Service presented a new draft list under the sanctions regime concerning Ukraine's territorial integrity, comprising 77 candidates who stood in Russian-occupied territories of Ukraine," a European Pravda source said.

Following the presentation, technical work will begin to prepare the list for approval. EU ambassadors in Brussels are expected to return to the issue in early October.

The new sanctions list is expected to be approved at a meeting of the Council of the EU in its Foreign Affairs configuration on 12 October.

Background:

• It was reported earlier that the Council of the EU adopted a final decision on 22 September to extend for a further 36 months sanctions against individuals and entities responsible for undermining or threatening Ukraine's territorial integrity, sovereignty and independence. However, it has removed Russian oligarchs Alisher Usmanov and Mikhail Fridman from the list.
• On 16 September, the European External Action Service presented a proposal for a new sanctions package targeting Russia's military-industrial complex. The package covers 1,576 individuals and entities.
