Details: The draft summit conclusions envisage an exchange of views with Zelenskyy, but this paragraph is in brackets in the document.

According to a source in the Council of the EU, Zelenskyy's office has not yet confirmed his participation in the summit, nor its format – whether in person or via video link.

Zelenskyy is expected to speak with European leaders on 15 October during the discussion of the "Ukrainian" bloc of issues.

Background:

• European Pravda previously reported, citing sources, that the discussion will focus on the escalation of Russia's hybrid attacks in Ukraine and EU member states. Another important topic will be funding: a more specific outline of Ukraine's needs and how the EU and international partners can meet them.
• The EU leaders' summit on 15-16 October will also call for assistance to Ukraine in its preparations for winter, particularly regarding the resilience of critical infrastructure, and will raise the issue of the consequences for Russia's blocking of export routes via the Black Sea.
• EU leaders also plan to urge Ukraine to speed up work on internal reforms that will allow it to receive billions of euros in financial support envisaged for 2026.
