Documenters report: County board says continuing property tax increases aren’t sustainable

MinnPost’s Twin Cities Documenters program trains and pays community members to take notes at local government meetings. Below are Documenter Missy W.’s summary and observations from the Sept. 22 meetings of the Hennepin County Board committees and the Housing and Redevelopment Authority. Summary:

• During Open Forum, 15 community members spoke about issues including public transit, the Hennepin Energy Recovery Center (HERC), the Hennepin County Sheriff’s Office budget, and public library welfare.

• The Administrations, Operations and Budget Committee received a presentation on the proposed operating and capital budget for 2027.
  • The proposed 2027 Hennepin County budget is $2.993 billion, which is 2.4% lower than in 2026. There’s also a proposed 8.5% increase in property tax levies. The county’s primary revenue source come from property taxes.
  • Commissioners underscored the massive effects of federal government cuts on the 2027 budget, and that increasing property taxes to make up the difference is unsustainable.

• The Law, Safety and Justice Committee progressed to the full board meeting amendments to an agreement with other five counties to board Hennepin County detainees, which would extend the agreement to Dec. 31, 2027 and set a spending limit between $6,126,613 and $12,059,613.
  • Commissioners requested a motion to progress – which means send on to the next full board meeting without voting yes or no in committee – to better understand the math of this agreement.

• The Law, Safety and Justice Committee approved a directive instructing the county administration to research a Law Enforcement Services Agreement with the City of Minneapolis.
  • The proposed agreement would reimburse Hennepin County law enforcement for services it provides to the City of Minneapolis, where a third of the jail’s detainees are arrested.

• The Human Services Committee approved financial increases to programs, including $330,000 to help individuals with mental illness and substance use disorders, $1,742,469 aimed at rapidly rehousing homeless families and $500,000 toward veterans experiencing homelessness.

📝 About this meeting:
The board meets as committees to discuss issues in depth before voting on them as a full board. Even though all board members are present at each committee, these are only considered committee actions. Next, commissioners will take a final vote on these items at their formal board meeting.

Observations and follow up questions: 

Accessibility: Did you face any challenges that made it harder to document the meeting or that may have made it difficult for others to attend?

• The committees met out of order.
• Some discussions grouped agenda items, rather than discussing each one separately, or discussed them out of order.

Scene: About how many members of the public attended the meeting? If watching virtually, what was the livestream count (if applicable)? Was anyone protesting outside? 

•  There were about 60 community members at the start of the Open Forum.
• The recorded meeting had been viewed 358 times as of 9/22/26 at 9:35 pm.

Notable: Do you have any follow-up questions or other observations to share?

•  The commissioners continue to express how unprecedented it is to have such significant federal budget cuts, and the impossible task of the county to adequately fill in those gaps while maintaining services for all who need them.
• Commissioner Conley described “disastrous” impacts on the county due to actions of the federal government.

• Public budget hearings will take place in October and November.
